State Duma approves protocol on customs-free bitumen supplies to Armenia

The State Duma Energy Committee has approved the ratification of a protocol that amends the intergovernmental agreement between Russia and Armenia. This agreement, signed on December 2, 2013, establishes a framework for the supply of natural gas, oil products and rough natural diamonds from Russia to Armenia. An important aspect of the agreement is the list of oil products exported to Armenia for domestic consumption without export customs duty.

According to the new protocol, signed on June 1, 2023, the list of goods exported duty-free includes oil bitumen instead of tar sands. This change was initiated by the Armenian side and is related to the need to expand road construction in Armenia. According to Russian Deputy Energy Minister Anastasia Bondarenko, this step will allow Armenia to supply oil bitumen without paying export duties.

The volume of bitumen supplies will be the same as that planned for tar sands. Earlier it was planned to export 30 thousand tons of tar sands, and the same volume is now planned for bitumen.

This decision is an important step in strengthening economic and trade relations between Russia and Armenia, especially in the context of infrastructure development and road construction in Armenia. The duty-free export of oil bitumen opens new opportunities for Armenia’s construction industry and contributes to strengthening economic cooperation between the two countries.
